University Avenue Redevelopment: Prioritizing Pedestrians and the Environment
This report presents a redevelopment plan for the main road on the Dalhousie University campus in Halifax, Nova Scotia. The plan is designed to achieve three goals: promote active transportation, reduce stormwater runoff and create an aesthetically pleasing space intended to promote gathering. These goals were set, to align with three policy documents: the Dalhousie Campus Master Plan, the Halifax Regional Municipality Active Transportation Functional Plan and the Halifax Regional Municipality Planning Strategy.
This report is divided into three parts. Part 1 describes a site inventory describing the current appearance and use of the street. Part 2 describes a design proposal that achieves the outlined goals. This includes several main design elements. To promote active transportation, the design includes a bike lane on either side of the boulevard and a raised road at even grade with the sidewalk as a traffic calming measure intended to take the priority in the space away from cars. To promote stormwater retention, native specie bioswales are planned for center of the boulevard. To create an aesthetically appealing space, the historically significant boulevard is kept intact. Also as many of the current trees as possible are maintained and a cohesive street furniture design throughout the site provides opportunity for gathering. Part 3 presents a preliminary budget for the redesign at about 1.5 million dollars (not including all labour costs).
The proposed changes have the opportunity to significantly increase the sustainability of the campus. By removing the priority of cars and giving it back to pedestrians and cyclist , the campus is promoting active transportation. Biowales have the dual capacity to not only help recharge the groundwater system, but cleanse the water before it returns to the ground. If this plan is realised, by achieving an aesthetically pleasing space, while increasing the sustainability of the site, the campus space will be better utilised.
