Sources for energy meters....?

As part of our Climate Action Plan implementation (and just ongoing energy management), we need to complete the installation of building utility submeters for electricity and natural gas in our campus buildings. I totted up the number, and we are missing close to 60 of these puppies. Unfortunately, while NYSERDA - the state entity that flows through stimulus funding AND systems benefit charges on utility purchases for energy efficiency projects - has lots of funds on offer for efficiency measures, they don't incent installation of energy meters, which don't in themselves save any energy, they only help you track and monitor your usage. It's really hard to make the case to invest $60,000+ in meters when that same $60,000 could be invested in efficiency upgrades. But we need the information on actual usage to identify problem areas where our energy use intensity is too high... anyway... anybody got any great ideas for sources of funds to help offset those purchase costs?

A campaign to reduce behavioral energy waste would generate savings with nearly zero capital investment.  Other universities have had success launching a program like this, and have saved significant amounts of energy and therefore made money through avoided costs.  An energy policy including temperature parameters for buildings, lighting and computer policies would help.
