Traditional recycling rates have become very flawed (especially in how they are applied). And yes, I am also concerned about how they are currently applied in both STARS and RecycleMania.

Thank you for the post. This is an excellent time to submit ideas for improving STARS 2.0. I am curious about how STARS could better capture recycling rates. Do you have a specific methodology in mind?
