Has anyone from a large, research university facilitated or coordinated a broad sustainability strategic planning process that engaged every college? I'm looking for those with experience that goes way beyond operations.

I am not aware of any large research university that has done sustainability strategic planning that went beyond operations. However, for what it's worth, among the best examples that I've seen within the operations realm are those of Yale (http://sustainability.yale.edu/sustainability-strategic-plan-0) and the University of Florida (http://sustainable.ufl.edu/about/strategic-vision/). You could contact Julie Newman at Yale or Anna Prizzia at Florida to see to what extent they were able to engage every college even though the focus was operations.

Within the University of California, several of our campuses have completed sustainability strategic plans, but those again have focused on operations. The most recently completed plans are those at Merced (which committee the rapidly growing new university to achieving "Triple Zero" by 2020 - zero waste, zero net energy, and zero net carbon emissions) and UC Santa Cruz.
