Here at NC State University, we offer our students and faculty a fleet of bicycles that can be rented for days or weeks for a small fee. The program launched at the beginning of April and we seem to be running into a problem with theft.

There are many other schools that offer a similar program and we are hoping we can tap that knowledge base. We would like to hear about what kinds of preventative measures other institutions have taken to reduce thefts.

Do you offer locks with the bikes?  Are people stealing the bikes from the people who checked them out or are the users not returning the bikes.

We operate a large fleet of bikes (80+) which we check out for a semester at a time (maximum) and we typically lose 3-4 per semseter.  Almost always the loss occurs because the individual did not lock up the bike properly.  We eventually find many of these because of their distinct look (bright yellow).  We have everyone that checks out a bike complete a waiver that includes a section on financial liability.  If we determine that the bike was lost or stolen due to the negligence of the person who checked it out, then they are financially liable for the cost of replacement.  They cannot check-out another bike until they are in good financial standing.  We are also working with our registrar and legal council to place holds on transcripts for people with outstanding bills.
